What changed

The help got smaller. The bills didn’t.

The enhanced premium tax credits that lowered marketplace premiums from 2021 through 2025 expired on December 31, 2025. Credits reverted to their pre-2021 rules. Households earning above 400% of the federal poverty level lost eligibility for premium assistance entirely.

For employers

You don’t need a group plan to offer health benefits.

An ICHRA — Individual Coverage Health Reimbursement Arrangement — lets a business set a monthly amount it will reimburse, tax-free, toward each employee’s own individual health plan. Employees choose their own coverage. The employer’s cost is a number it sets, not a renewal it receives.

A QSEHRA works similarly for businesses with fewer than 50 employees, with contribution limits set annually by the IRS.

Most small businesses that adopt an ICHRA were offering no health benefit at all beforehand. It is often a first step into benefits rather than a replacement for a group plan.

Worth a conversation if…
